Ensuring Every House Feels Like a Home

Housing services helps income qualified Texans in the Alamo Region save money, increase comfort, and improve home safety through energy conservation solutions.

We partner with local contractors across 12 counties to provide these services at no cost to eligible residents (Atascosa, Bandera, Comal, Karnes, Kendall, Wilson, Bexar, Gillespie, Frio, Kerr, Guadalupe and Medina).

Home and Housing Programs for Residents

Weatherization

The Weatherization Assistance Program (WAP) helps low income and fixed income individuals reduce the high cost of energy by installing energy efficient improvements in their homes.

While the WAP does not cover major home repairs, it helps reduce energy use by improving a home’s thermal efficiency. These upgrades help keep homes warm in the winter and cool in the summer.

Common enhancements include:

  • Sealing windows and doors with caulking and weather stripping to block drafts
  • Closing gaps in the building’s exterior
  • Adding insulation in ceilings, walls, and floors
  • Sealing air conditioning ducts or replacing outdated heating and cooling systems
  • Ensuring gas heating appliances are efficient and safe
  • Assessing indoor air quality to mitigate health risks

Qualifications for weatherization assistance includes the following:

  1. Household income must meet federal eligibility requirements.
  2. The applicant must be a U.S. Citizen or provide proof of eligible Resident Alien status.
  3. The home must be structurally sound, free from major issues such as roof damage, plumbing leaks, foundation problems, or faulty electrical wiring.

Amy Young Barrier Removal Program



The Amy Young Barrier Removal (AYBR) Program provides one time grants for qualified households with persons with disabilities who need modifications to increase accessibility and eliminate hazardous conditions in their home.

Requirements include:

  1. Client must be low income (80% or less of the median family income for the county where the beneficiary lives, as defined by HUD).
  2. Must be certified as disabled.
  3. Must own or rent the property.
  4. Must be current on property taxes.
  5. Property receiving services must be the client’s primary residence.

Warm Hearts, Warm Homes

The Warm Hearts, Warm Homes program provides older adults or veterans without a heat source with a free space heater.

To qualify:

  1. A person must be 60 years of age or older.
  2. A resident of one of the 13 counties in the Alamo Region.
  3. The recipient must also have no current, safe means of heating in their home.

Homes for Texas Heroes


This program is funded through a grant from the Texas Veterans Commission Fund for Veterans’ Assistance, which supports organizations that serve veterans and their families. For more information, visit www.TVC.Texas.gov.

The Housing for Texas Heroes (H4TXH) Program provides home modifications, repairs, and weatherization for veterans and surviving spouses.

Eligible beneficiaries: Low income Veterans, Surviving Spouses

Requirements include:

  1. Client must be low income (80% and below the median family income for the county in which the beneficiary lives as defined by the U.S. Department of Housing and Urban Development (HUD)).
  2. Disability determinations are made by the Veterans Administration.
  3. Must be listed on file with the county appraisal district as the current owner(s) of the property. 
  4. Must be current on existing mortgage loans or home equity loans. 
  5. Must be current on property taxes. 
  6. Property receiving services must be the client’s primary residence.
